AB 1234 Compliance Training for Special Districts Certificate of Completion
Tom Nelson has been on the board of the Elk Grove Water District since September 2005, when he was appointed to replace a retiring member. He was elected to the position in 2006. He has served on many committees devoted to the successful running of the district. He is committed to superior water quality and efficient running of the district. Protection and improvement of our groundwater is his conservation goal.
Tom was an elementary teacher in the Elk Grove School District for 32 years, teaching at Kirchgater Elementary, Elk Grove Elementary and Maeola Beitzel Elementary. Most of his first 20 years were in 5th and 6th grade. The last portion he taught in the computer lab, teaching all grades. As a teacher, he was very active in the Elk Grove Education Association.
Tom graduated from California State University Sacramento, where he went on to receive his teaching credential and his masters degree, as well as certification in computer education.
Married to Sylvia for over 50 years, he has 2 sons, 4 grandchildren and 2 great grandchildren.

Paul Lindsay

Paul Lindsay was previously an Associate Director for the Florin Resource Conservation District; he is currently retired after a 35-year career with the Social Security Administration, working in many different locations within California. During that time, he served in various positions, including Claims Specialist, Operations Supervisor, Area Systems Coordinator, and ultimately, District Manager. His positions required a thorough understanding of various laws and their application, IT systems, budgeting, and human resources.
Paul settled in Elk Grove in 1985 and has since been very involved in Civic matters. He has served on Sacramento County's Community Planning Advisory Commission for Elk Grove prior to its incorporation (and was heavily involved in several incorporation efforts) and was a charter member of the original Planning Commission for the City of Elk Grove. He chaired the East Elk Grove Specific Area Planning Advisory Group. Recently, Paul served on the Sacramento County Grand Jury for two years. He currently serves on the Cosumnes Community Service District's Landscape and Lighting Committee and is President of the Friends of the Elk Grove Library.
Lisa Medina

Lisa Medina was previously an Associate Director for the Florin Resource Conservation District and is currently a Program Manager for the Calaveras County Environmental Health Department. Lisa has 18 years of distinguished service with the San Joaquin County Environmental Health Department. During that time, Lisa accumulated extensive experience in twenty-seven environmental health programs and disciplines; these include food safety, recreational pools, hazardous materials, emergency response, public water supply, on-site waste, land use, solid waste and more. Additionally she served as the departmental Public Information Officer and Training Officer for environmental health specialist trainees. Lisa's community service also includes her role as a Certified Trainer for the US Marine Corp in the L.I.N.K.S. Program. Lisa also is an outdoors enthusiast and enjoys our National Parks and shorelines.
Sophia Scherman

Sophia Scherman has been a resident of Elk Grove for over 43 years and is very active in serving the community. She is a former Board member and President for the Elk Grove Community Services District in addition to being the former Mayor and Council Member for the City of Elk Grove. In 2004 Governor Schwarzenegger appointed her to the California State Parks Commission. For more than a decade Sophia has been a successful small business owner, employing eleven people locally. Sophia is committed to the community and continuously volunteers her time and energy for students, the disabled, veterans and seniors of Elk Grove. She is known locally as the "flag lady" for distributing thousands of American flags annually on Memorial Day.

Associate Board Directors
The District is accepting applications for Associate Board Directors on an ongoing basis. Associate Directors serve two-year terms with no term limits and are appointed by the Board of Directors.
Purpose
Associate Directors offer unique expertise to the Board of Directors in areas that included but are not limited to: finance, government accounting, agricultural practices, education, public relations, engineering, geochemistry, environmental health, conservation, geology, water resources, water service delivery, local government, environmental issues, land use, and real estate. The FRCD may have up to 5 Associate Directors.
Appointment and qualifications:
- Associates must be a registered voter or land owner in the Florin Resource Conservation District.
- Associates must possess expertise in one of the areas of interest to the District. Associates are appointed by a vote of the Board of Directors.
Application Process
- The application shall include a letter of interest, highlighting the applicant’s experience, qualifications and background in one of the areas of interest to the District, a resume, and three letters of recommendation by individuals familiar with the applicant’s work or qualifications.
- Applications will be submitted to the district office.
